Its funny, on his 1970 performances (BBC) James Taylor plays this in straight D but in recent 2000 performances he is now using a capo on the 2nd fret. So as he's got older he is singing it in a higher key. Most people go the other way. See youtube. This is the best version I've found by the way. It has all the passing chords most people fail to play.

The chords MUST be always placed in the song.
It doesn't matter they repeat on each verse. It's terrible to go back and forth. It's easy to lose the chords progression.
