I think - at least for some of the versions I've heard by Neil Young - that he has tuned down the sixth string to D.
This allows for keeping variations of the Dm chord throughout the verse: Dm - Dm/F - Dm6/C; Dm, then Dm with an F bass (3rd fret/6th string tuned down), then Dm6/C (where you plays the C bass at 3rd fret/5th string and just keep the 1st string open.

The chorus: Gm7 may be played with an f bass note (i.e. 7 in the bass; 3rd fret 6th string)
