The Dm9 (no 5) that Neil Young uses is played on the 5th fret, which is a D chord shape with the middle finger lifted, so the 4 treble strings are fingered like this:
D-G-B-E
0-5-6-0
The high E is open.

The intro yo yhis song is actually a D chord on the fifth fret with the middle finger lifted up. You switch from this to a regular D on the first fret. You can also add some hammer ons and pull offs with the little and third finger to make it fancy.
