Yo, Onestep, the song was written by the late Steve Goodman. He pitched it to Arlo after Arlo said he'd listen if Steve'd buy him a beer.

Arlo Guthrie tells the story of how after a gig one night a young kid came up to him and pestered him to listen to a song he'd written. To cut a long story short that kid was Steve Goodman and the song was indeed City of New Orleans.. So I reckon our original contributor is correct....
