I guess really all I need to know is what string\note determines this.
For example I always tune my guitar to standard tuning and like to capo off of the 4th fret but have no idea at all what key this puts me in. I think I saw somewhere that if its on the 3rd fret its the key of C so on the 4th would it make it C#/Db.

The key you are in will be 2 and 1/2 steps over whatever you would be in if you were playing it open.
If you were playing in the key of C in the open position, then the same chord shapes on the 4th fret would be in E.
The key of a song is dependent on the chords, not the guitar.

A question is never dumb, if you do not know something then the dumb thing is to not ask. Sometimes the answer to a question is amazingly simple but only when you already know the answer, so ask away, the only way to learn is by asking.
