I just removed a brandnew PARIS HILTON topic.
1) Is there a way to strike back, like sending this to official authorities like Police, prosecutors.
2) Is it useful to collect their IP addresses (those numbers) you see? I am trying from now on, to write their IP address down and if an address returns, using different nick names, we can do more I hope.
By the way, Paris is so thumb that she is Smart (crazy expression) and if I should see her with her normal hair and without make-up: SHE IS REALLY UGLY. It is amazing what make-up can do.

There really isn't a whole lot you can do from a legal standpoint.   I've always advocated that no one be able to start a thread as a first post, or at least put their first post in an "introduce yourself" thread.  I've seen both methods work to reduce the amount of spam on boards.  Ultimately, though, it requires the vigilance of good moderators, and the cooperation of the board membership.
