can you make any chord on any fret?  such as a c on the third fret and fifth fret?

if you make a c chord, how  do you know which strings to “picK† with the pick?  i know you strum down certain strings but i have noticed that some people will strum, then go back and pick out certain notes/strings.. while still making the chord

ex. D chord
   1st fret|  2nd frett 3rd fret
E
b
g
d             .
a                        .
e             .

you strum from b down, then go back and “pick† out a, 3rd fert, then strum from b-e, then e again 3rd fret while holding down the c chord, then o...

how do you know which strings to “pick† out?

When playing guitar, how do you know which "notes"

please help please!
