You might want too call your CoastGuard or the U.K. versionof it and see what the would recommend. You might also try a Harbor master. The U.S. Navy Seals use inflatable boats and so do some of the other armed services.

Tig I played it too the slowed down beat of Margartaville with a little and a some finger picking was done on the fly. I had a little blues in before but took it out did not fit. I am sorry I do not sing good at all and do not know how too post here yet.

But as you indicated, police are not interested in going into those areas,  due to safety of course, but I think more so b/c of learned helplessness over the past decades. Simply put - their risks are not worth the rewards in those areas.

Ok - off my soapbox ---- Great literature on a social situation Graham - can't wait to hear the soulful music you attach to the message.
